I think window 7 don’t need any try of promo. I am using 7 and its too good and so nice to work any type of tubule.

The one where they promised to send you a copy if you bought a new cpu starting on a certain date (I believe it started in the summer) when should we be expecting it to arrive?

You just have to worry if you want Home Premium, or Professional, etc. It’ll come with both 32-bit and 64-bit at once, supposedly on the same disc. There’s no separate promotion.
